The National Police Commission in Philippines has said that it has decentralized the issuance and renewal of licenses to private security agencies and guards who once needed to go to Camp Crame for this. Interior Secretary Mel Senen Sarmiento, who is also Napolcom chairman, said the Commission en banc issued Resolution No. 2016-247 approving the activation of Regional Civil Security Units in all Philippine National Police regional offices, except the National Capital Region. “[This is] to provide clients wider access to the services of the PNP,” Napolcom vice chairman and executive officer Rogelio Casurao said.
Under Republic Act 6975, or the PNP Law, the Civil Security Unit, now the Civil Security Group, supervises the organization, business operations and activities of private detectives, watchmen, security guard agencies and company guard forces, including the licensing and registration of firearms and explosives. It also mandates the decentralization to PNP regional offices of the licensing of these agencies and individuals. The RCSUs will be composed of the Firearms and Explosives Section and the Security Agency and Guard Section.
